Barangay San Agustin, Iba, Zambales ("the barangay," "we," "us") respects your right to privacy. This Privacy Notice explains how we collect, use, share, and protect the personal information you provide when you use this website, in accordance with the Data Privacy Act of 2012 (Republic Act No. 10173), its Implementing Rules and Regulations, and the issuances of the National Privacy Commission (NPC).

1. Who is responsible for your information

2. Information we collect

We only collect the information needed to deliver the service you request. Depending on the service, this may include:

  • Document requests (clearance, residency, indigency, business endorsement): your full name, address and purok, years of residency, date of birth, the type of valid ID you present, your mobile number and email, the purpose of the request, business details (for business permits), and any supporting file you choose to upload.
  • Lupong Tagapamayapa complaints: the names and addresses of the complainant and respondent, contact details, the nature of the dispute, and your statement of what happened.
  • Feedback and inquiries: your message and, if you choose to provide them, your name and contact details so we can reply.
  • Automatically collected: limited technical data such as your IP address and the time of submission, which is used only to protect the forms against spam and abuse.

Providing your information is voluntary, but some details are necessary to process your request. If you do not provide them, we may not be able to complete the service.

3. How we use your information

We use your information only to:

  • verify your identity and residency and process the document or service you requested;
  • notify you of the status of your request by SMS or email;
  • mediate complaints filed with the Lupong Tagapamayapa;
  • respond to your feedback or inquiry; and
  • keep accurate barangay records and prepare anonymized statistics for planning and reporting.

4. Our legal basis

We process your information to carry out the functions of a barangay as a local government unit and to comply with the law, and on the basis of your consent when you submit a form. This is consistent with the criteria for lawful processing under Sections 12 and 13 of the Data Privacy Act.

5. When we share information

We do not sell or rent your personal information. We disclose it only when necessary to deliver the service or when required or allowed by law, for example:

  • to our SMS provider, solely to send you the text notifications you expect;
  • to the municipal government or other government agencies and courts when required by law, regulation, or lawful order; and
  • to authorized barangay officials and staff who handle your request, who are bound to keep it confidential.

6. How long we keep it

We keep your information only for as long as necessary to provide the service you requested and to comply with legal, audit, and government recordkeeping requirements, after which it is securely disposed of.

7. How we protect it

We apply reasonable organizational, physical, and technical measures to protect your information against loss, misuse, and unauthorized access — including access controls that limit records to authorized personnel, secured connections, and spam protection on our forms. While we take care to safeguard your data, no online system can be guaranteed completely secure.

8. Your rights

Under the Data Privacy Act, you have the right to:

  • be informed whether your personal data is being processed;
  • access the personal data we hold about you;
  • correct any inaccurate or outdated information (rectification);
  • object to the processing of your data;
  • have your data erased or blocked under the conditions set by law;
  • obtain a copy of your data in an accessible format (data portability);
  • be indemnified for damages due to unlawful processing; and
  • lodge a complaint before the National Privacy Commission.

9. How to reach us

You may reach our Data Protection Officer through the Office of the Punong Barangay at the barangay hall during office hours. We will respond to reasonable requests to exercise your rights.

If you believe your rights have been violated, you may also file a complaint with the National Privacy Commission (privacy.gov.ph).

10. Changes to this notice

We may update this Privacy Notice from time to time to reflect changes in our services or the law. The latest version will always be posted on this page, with the date it took effect shown above.
